Mafia Island Diving & Whale Shark Tours: Operators, Costs & When to Go

Mafia Island sits 130 km south of Dar es Salaam in the Indian Ocean, separated from the coast by a deep channel. The surrounding Mafia Island Marine Park — established in 1995 — protects 822 square kilometres of ocean, making it Tanzania’s first and largest marine park. Within this protected area, reef systems, mangrove channels, and seasonal plankton blooms have created conditions that draw whale sharks from October to March in numbers that make Mafia one of the most reliable whale shark destinations in the Indian Ocean region.

Diving here is also exceptional year-round. The reefs are in better condition than much of the Tanzanian coast, partly because Mafia has never developed a significant dive tourism industry — access is harder, accommodation is limited, and far fewer divers visit than Zanzibar.

Whale Shark Season

The whale sharks arrive at Mafia’s north coast when zooplankton blooms develop in the shallow water of Chwale Bay and the inlets around Dindimwe and Mlola channels. These blooms are driven by nutrient upwelling and rainfall-induced runoff, which is why the season aligns with the short rains (October–November) and the continuation of warm water through February.

Season overview:

• October–November: Season opens. Encounter rates climb through the month as whale sharks establish feeding patterns. Seas typically calm.
• December–February: Peak season. Highest concentration of whale sharks in the area. December school holidays mean the island is slightly busier but total visitor numbers remain low.
• March: Season closes gradually. Encounter rates drop as plankton blooms dissipate. Some operators report consistent sightings well into March in good years.
• April–September: Off-season for whale sharks. The long rains (April–May) reduce visibility and some accommodation closes. Diving continues June–September with excellent reef conditions.

Whale Shark Tours

All whale shark encounters on Mafia are surface snorkel experiences — scuba is not permitted near whale sharks because exhaust bubbles cause them to dive and terminate the encounter. Operators search by boat, often using elevated spotting points or local fishing community reports of surface activity.

Big Blue Ocean (Utende): The most established dive and whale shark operator on Mafia, based at Utende village. Whale shark snorkel tours from approximately USD 75–95 per person per half-day, including Marine Park fee, snorkel equipment, and guide. They operate a rigid inflatable boat for faster response when whale sharks are spotted. Maximum 8 snorkellers per tour.

Mafia Island Diving (Utende): Runs whale shark search trips jointly with Big Blue Ocean during peak season. Similar pricing. Also offers combined dive and whale shark days — morning dive on the reef, afternoon whale shark search.

Lodge-based tours: Kinasi Lodge, Butiama Beach, and Pole Pole Lodge all arrange whale shark tours for guests through local operators. Rates are often bundled into packages and include Marine Park fees.

Booking: During peak season (December–February) book whale shark tours at least 2–3 days in advance. The tours are small-group (6–12 people) and fill quickly. Most operators have WhatsApp contacts for advance booking.

Dive Sites

Forbes Bay Reef: The main reef accessed from Utende, 10–20 minutes by boat depending on operator. Depths 8–22 metres on the reef top and slope. Excellent coral coverage, large schools of snapper and fusiliers, and regular sightings of eagle rays. Suitable for all levels.

Kinasi Pass: The tidal channel between Mafia Island and Chole Island. Strong current on both tides but dramatic: large aggregations of batfish, barracuda, and occasional hammerhead sharks in the channel. Drift dive only, experienced divers.

Jina Site: A series of pinnacles southeast of Utende at 15–28 metres. Napoleon wrasse, giant grouper, and thick soft coral on the pinnacle tops. One of Mafia’s most visually impressive sites. Some current possible.

Dindimwe Channel (north coast): The channel where whale shark searches focus October–March. Diving in and around the channel reveals healthy seagrass beds hosting green turtles and stingrays. Depths 5–12 metres. Very low current. Also good for snorkelling.

Chole Bay Reef: Closer to shore, shallower (5–15 metres), well suited to beginner divers and snorkellers. The bay is sheltered from swell year-round. Moray eels, pufferfish, and a resident Napoleon wrasse are reliable sightings.

Big Wall: Located on the outer reef south of Forbes Bay. Wall diving from 12 to 35+ metres. Sea fans, nudibranchs, and schooling surgeonfish. Best with an experienced guide in current.

Dive Operators and Costs

Big Blue Ocean (Utende): Two-tank dive from approximately USD 110–125 per person, equipment included. PADI Open Water course from approximately USD 450. Night dives available from USD 65. Conservation-focused; they contribute to reef monitoring work in the Marine Park.

Mafia Island Diving (Utende): Similar to Big Blue Ocean in pricing and operation. Two-tank dive approximately USD 110–120. Advantage: they sometimes have shorter response times to whale shark sighting reports. Both operators have good safety records and modern equipment.

Marine Park fees are mandatory for all in-water activities. They are usually included in operator pricing — confirm before paying.

Visibility and Conditions

June–October (dry season): Best reef visibility — typically 20–30 metres. Seas calm. Excellent conditions for diving. No whale sharks.

October–March (whale shark season): Visibility in Forbes Bay and open water 15–25 metres. Whale shark search areas (shallow north coast) may have reduced visibility (12–20 metres) due to plankton. This is normal and does not significantly affect the whale shark encounter quality.

April–May (long rains): Poor visibility, rough seas. Some operators pause dive trips. Most lodge accommodation remains open but activities are limited. Not recommended for a diving or whale shark trip.
